This has been in existence for quite some time.
If it is a bug, I hope you didn't just tip someone off so they 'fix' it!
It's incredibly useful and one I use frequently.

This and the previous hint pointed out by articmac don't work.
An encrypted PDF remains so even when you select 'Mail Document' in Preview.
Tested in 10.5.8 with a fully encrypted receipt.

Works as described for me too. You have to save the pdf from Mail.app though :)

Wouldn't it be just as easy to select print - and in the dialog choose 'save as pdf' - or am I missing something?

I tried it and it renders the file non-editable.

Just print the protected PDF to a virtual printer: CUPS-PDF or (my favorite) VipRiser. You can now type on the resulting unprotected PDF using FormulatePro or (at a pinch) Preview. It's not super convenient but it has the advantage of working.

Platform: Using Preview v. 5.0.3 (504.1) on OSX 10.6.8.
Problem: Downloaded credit card statement pdfs on which the card issuer had inserted a hidden owner password that prevented using Previews annotation tools.
Solution: 'Save As' command. After much research and downloading pdftk (free) and PDFKey Pro (free demo but about $20 for full license) and trying the 'Mail Selected PDF Document' hint (which only worked intermittently), I just tried the 'Save As' command (duh). That saved a document that had no owner password manipulation restrictions. All Preview annotation tools worked on the new document. My problem solved.
